UN Women Nepal Country Office welcomes the mid-year evaluation’s overall findings. The evaluation report highlights that the “Strengthening Implementation of Women, Peace and Security Agenda in Nepal” (SIWPSAN) project has been well-conceptualized and progress against its outputs are satisfactory. Overall, in the midterm, the project is on track to achieving the planned results . The recommendations clearly show the need for strengthening coordination amongst project partners, women and children office (WCO) and other actors for localization of the NAP on UNSC 1325 and 1820. Collective ownership by government officials, strengthening local networks, capacity development of social mobilizers should be addressed in the remaining project period. The recommendations are of great value in supporting UN Women’s efforts to effectively localize NAP implementation. UN Women will focus on developing an exit strategy to ensure smooth transition and sustainability, strengthen coordination among project partners, revise a few ambitious indicators and continue to enhance the capacities of project staff.

Recommendation: Since SIWPSAN is a pilot initiative that adopted a comprehensive, bottom-up approach ( Bottom-up approach in SIWPSAN context refers to a process whereby information collection and decision-making are carried out in consultation with vulnerable and marginalized groups among the target beneficiaries) worked with multiple partners at multiple levels, the project should identify areas of strategic focus (e.g. capacity building of the key stakeholders, NAP localization at different levels etc) for its future programming guidance.

UN Women will prepare a knowledge product detailing how the national action plan on UNSCRs 1325 and 1820 can be localized. This will guide UN Women programming in the future including the nature of support to the Government. This action will be completed by March 2016.
Recommendation: Formulate an exit strategy that would include more sustained engagement of its partners in post-project scenario specifically, assigning clear roles and responsibility with action points and timeline to further promote the project gains. It is important that the strategy stipulates how resource and management can be in place to enable safe landing of the CAW/G, IPWA groups promoted by the project. Provisions shall be made for follow-up/advance trainings/market linkages, access to finance, linkages with existing relevant GoN structures and other district level business entities etc.

UN Women will conduct discussions with local partners on orienting project related staff members including SMs of partner organisations on the exit strategy, in collaboration with the local GON officials. Upon finalization of the exit strategy, UN Women will further provide orientation to SMs in collaboration with the local GON Officials.

UN Women in partnership with MOWCSW will continue to organize joint field visits for DCC members and local partners and will emphasize as part of the mission objective and plan to strengthen coordination and communication between partners . Peace and Security Unit 2016/04 Ongoing UN Women is planning to organize a joint field visit in February 2016. The political fallout following the promulgation of the constitution has led to ongoing political instability and uncertainty which delayed the joint monitoring visit.
Recommendation: Revisit some ambitious indicators in the RRF (e.g. 2.2, 2.4, 2.5, 2.6 and 3.3) for smooth implementation and monitoring. (Please refer to Annex XII for more details).

UN Women will share the findings of MTE including the need for revisiting indicators like 2.2, 2.4, 2.5, 2.6 and 3.3 of SIWPSAN projects RRF with the Project Steering Committee members and post approval revise the indicators accordingly. UN Women in partnership with MOPR, MOWCSW and LDTA/MoFALD will organize a policy dialogue event on NAP localization bringing together the Government Representative, Development Partners/Peace Support Working Group members. Peace and Security Unit 2016/03 Ongoing UN Women in collaboration with MOFALD/LDTA organized a discussion on NAP localization using GRB principles. MOPR and MOWCSW were also involved in the discussion. UN Women as a Chair of Peace Support Working Group (PSWG) has also initiated discussion on what role, if any, the PSWG can continue to play to support coordinated efforts for the NAP implementation.
