Recommendation: Evaluation Recommendations related to project design 1. Project objectives should include articulate measurable outcomes and attainable over the lifespan of the project. 2. It is imperative that a project includes baseline data, which then would serve for monitoring and evaluation of project performance and achievements. 3. It is imperative that UN Women build on the INCRAC initiative with follow-up projects as to institutionalize women?s equal and effective political participation.
Management Response: UNWomen Iraq programme is in agreement with the recommendations and will ensure all new projects articulate measurable outcomes and that RBM management tool is applied. UNWomen will ensure that all new projects contain clear results frameworks baseline data to enable easy monitoring and evaluation.

UNWomen ASRO is committed to strengthen the ASRO technical and managerial capacities to be able to draft projects documents and apply RBM and other management tools to the development of new projects. 3.UNWomen will develop a new project on women political participation, this initiative will be built on UN Women?s previous experience on IRAQIA,INCRAC and AGSCLI projects .The project will be based on the situational analysis conducted by UNWomen UN Women 2012/01 Over due UNWomen is currently working with UNDP and NDI to advocate for having a unified forum for women MPs and also UNWomen is working on building the capacities of Iraqi MPs
Recommendation: Evaluation Recommendations for ASRO on Project Design (4-5): 4. Since there has been a surge of women NGOs in the last several years, it would be very useful for UN Women to map these CSOs as to have better knowledge on who is doing what and who would be best suited in involving in future projects. 5. Future projects should consider having a multidisciplinary team of government partners as to reinforce each other?s gender equality activities in government. This is also of particular importance since the SMOWA is limited in executing its mandate because it does not have the authority of a full ministry and functions with a constrained budget.
Management Response: UNWomen Iraq programme is in agreement with the recommendations and is ensuring that UNWomen has a database on NGOs working on gender issues. In the past year UNWomen has built strategic partnership with different ministries such ministry of interior and ministry of human rights to make sure that they?re involved in UNWomen projects.
