2.1: Initiate discussions with the Government and development partners to expand the scope of the existing Steering Committee to include key development partners, government bodies, civil society members/organizations and key sectoral and concerned ministries. WEE Unit 2014/12 Ongoing A dialogue to form a high level inter-ministerial body at the National Planning Commission was initiated in December 2014 to mainstream migration issues into sectoral policies and programmes. An IOM led joint migration initiative has started. It has formed a follow up committee with the Government (MOLE/MFA and MOFLD) and development partners. The National Action Plan (NAP) on Foreign Employment was endorsed in August 2015. This framework creates an opportunity for all the development partners (DPs), Government and relevant stakeholders to work together.
Recommendation: 3: Facilitate linkages and networking between Community Alert Groups (CAGs) and POURAKHI (network of Women Migrant Workers (WMWs)with mandated government bodies like the Foreign Employment Promotion Board (FEPB), Department of Women and Children(DWC), Local Development Offices(LDO) to generate/disseminate local level information and provide services especially to migrant workers and their families to facilitate safe migration.

4.1: UN Women Nepal's draft framework of support for 2014-17 prioritizes women's economic empowerment with the following outcome and outputs: Outcome 2.1 Government of Nepal develops and implements policies to advance women's economic empowerment and sustainable development. The partnership with MoLE will be expanded to support the finalisation and implementation of the National Action Plan (NAP) on foreign employment. Synergy and partnership between Ministry of Federal Affairs and Local Development (MoFALD) and MOLE will be institutionalised within the NAP and orientation on the handbook will be included as part of NAP implementation. Synergy and partnerships between MoF, Central Bank, financial institutions and MoLE will also be included in the NAP. UN Women is supporting MoLE to draft the National Reintegration Programme Guidelines and will advocate for the inclusion of financial schemes for migrant workers. UN Women will partner with the private sector to promote the Women's Empowerment Principles. WEE Unit 2017/12 Ongoing The National Action Plan (NAP) on Foreign Employment supported by Un Women was endorsed in August 2015. UN Women supported the Ministry of Labour and Employment (MoLE) to develop a Handbook on Safe Migration and National Reintegration Programme Guidelines, which are now a part of the recently endorsed National Action Plan (NAP) on Foreign Employment. FEPB is liaising with MoFALD on the implementation of the handbook. (Output 3.1 Networks of women migrant workers and survivors of trafficking strengthened to influence national policy dialogue) WEE Unit 2017/12 Ongoing UN Women in coordination with other three UN JP (FAO, IFAD and WFP) partners initiated the implementation of the Rural Women’s Economic Empowerment joint programme to pilot the Agricultural Development Strategy in 2015. The proposal includes a comprehensive media component (Output 1.2 Public awareness campaigns to challenge gender based discriminations and stereotypes attached to female identity mobilizing partners, young people and community leaders implemented in project districts) WEE Unit 2017/12 Completed UN Women along with IOM submitted a proposal to development partners that includes a component on public awareness campaigns. UN Women together with MoWCSW launched the Male Leaders Network to address gender based discrimination and promote gender equality and women’s empowerment in November 2015.

7.1: UN Women and IOM have developed a proposal to address the economic empowerment and re-integration of returnee migrant women workers and trafficked survivors. The proposal is to be implemented in close collaboration with MoWCSW and MoLE. 8.1: The Nepal office prioritizes monitoring and evaluation.
